Well, the capships in highsec were, as said earlier, grandfathered in showpieces when the rules changed for highsec. They are collectors items, much like the Freki's etc. They can never leave the system or do anything but mine. It really isn't a slap in the face, but just a collectors piece.
Now, if fights between pirates and non pirates were revamped to be like a faction vs nonfaction, that would be different. But in that case, I would also hope that the current highsec capships get some sort of conversion to highlight that they were special. Being able to say move capships through highsec, with the same limitations as the current highsec ones would be neat. Gotta cyno via a jumpgate beacon, so need to follow the gates, and access limited based on ship, sec, faction and system security status would be cool for highsec, vs lowsec. Provided the pirates got some advantage such as deadspace routes that work on the versa (pirate faction etc) But this is a discussion for the development forums ^.^

My guess is a bug, maybe where the snowballs were located during the melting phase. Are their snowballs from christmas past that didn't melt?

Yeah, that is what caused the confusion. When ir was brought out the first time for jitacam, chribba was in jita local. Everybody thought it was him out of habit. (another thread started by me). Chribba however came in and said he was flying a legion and didn't know there was one in Jita. It is what made it so awesome! The mystery revelation!
